332994 Issue Date: 9 January 2024 – Closing Date 23 January 2024 3:00 PM Eastern Daylight Time (EDT) Naval Surface Warfare Center, Crane Division, Crane, IN intends to issue a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) for the procurement of 30MM automatic guns in varying configurations, associated spare parts, special tools/equipment, and 30mm gun specific engineering services to NORTHROP GRUMMAN SYSTEMS CORP (CAGE CODE: 8KP69).

The Government intends to solicit and negotiate this FFP IDIQ with only one source, NORTHROP GRUMMAN under the authority of 10 U.S.C. 3204(a)(1) as implemented at FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This action is being sole sourced due to NORTHROP GRUMMAN being the only known source which has the capability to produce the 30MM automatic chain-driven gun in the configurations needed.

Specifications, plans or drawings relating to the procurement described are not available and cannot be furnished by the Government. The detailed design of the 30MM automatic chain-driven gun remains proprietary to NORTHROP GRUMMAN, making NORTHROP GRUMMAN the only source for design related engineering support. All responsible sources may submit a capability statement which shall be considered by the agency.

However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or not. Contractors must be properly registered in the System for Award Management (SAM).

Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at: https://www.sam.gov. All changes that occur prior to the closing date will be posted to the SAM.gov website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.

This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a new contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
