19 AUG 2024 – Closing Date: 18 SEPT 2024 – 4:00 PM EDT Naval Surface Warfare Center Crane (NSWC-CR) has a requirement for engineering, technical, maintenance, and sustainment services, as well as research and development, in support of the Nulka MK 234 Advanced Decoy Architecture Program (ADAP) payload program. These engineering services will be utilized to support all ADAP (including all versions and variants) production contracts, fielded or accepted payloads, and supporting test equipment.

Anticipated job order is anticipated to cover one base year with two option years for a total potential performance period of three (3) years. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, L3Harris Technologies, Inc. (77 River Road / Clifton, NJ 07014 / USA | CAGE Code: 28527), under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1.

The requirement is being solicited on a sole source basis because the lack of complete Technical Data Package, Intellectual Property, and duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delay necessitated from developing any other source. All responsible sources may submit a capability statement or proposal which shall be considered by the agency.

However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.

The Solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.

All interested parties may submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, and an explanation as to why the Government should not procure this effort on a sole source basis as stated above given the estimates of duplication of costs and time delays.
