08 May 2024 – Closing Date: 15 May 2024 – 4:00 PM Eastern ITEM DESCRIPTION – Naval Surface Warfare Center, Crane Division (NSWC-CR) has a requirement to procure Systems Engineering Support, Signals Analysis, Testing, and Software Development services to design and develop an Alternative Positioning, Navigation, and Timing (Alt PNT) solution that utilizes signals of opportunity from a combination of commercial and military systems.

Efforts leveraging Software Defined Radio (SDR) technologies suitable for use on maritime, ground-based, and airborne platforms.

The objective of the project is to focus on enabling advanced Intelligence, Surveillance and Reconnaissance (ISR) sensing applications, Communication Systems, Blue Force Tracking, Targeting Systems, Command and Control Nodes, and others by improving the PNT reference system performance though integration of multiple PNT sensor systems, and by enhancing the content of the PNT metadata sent from mission sensor platforms to downstream mission data processors.

The proposed contract action is for the above-mentioned services, for which the Government intends to solicit and negotiate with one source, Draper Laboratory, 555 Technology Sq, Cambridge, Massachusetts 02139, under the authority of FAR 6.302-1(a)(2) (statutory authority 10 U.S.C 3204(a)(1)), only one responsible source.

The basis for restricting competition is the lack of sufficient technical data, extensive duplication of costs to include re-engineering, re-certifications, environmental qualifications to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling agency requirement through any other source. All responsible sources may submit a capability statement, which shall be considered by the agency.

However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.
