25 January 2024 – Closing Date: 8 February 2024 2:00 PM Eastern Daylight Time ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for the procurement of 30MM automatic guns in varying configurations, associated spare parts, special tools/equipment, and 30mm gun specific engineering services. The Government anticipates awarding a Firm-Fixed Price (FFP) Five-Year Indefinite Delivery Indefinite Quantity (IDIQ) Contract for an estimated award amount of $200,000,000.

The anticipated award date is approximately December 2025. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Northrop Grumman Systems Corporation (Cage Code: 8KP69), under the authority of 10 U.S.C. 3204(a)(1) as implemented at FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

The requirement is being solicited on a sole source basis because Northrop Grumman is the only known source which has the capability to produce the 30MM automatic chain-driven gun in the configurations needed. Specifications, plans or drawings relating to the procurement described are not available and cannot be furnished by the Government.

The detailed design of the 30MM automatic chain-driven gun remains proprietary to Northrop Grumman, making Northrop Grumman the only source for design related engineering support. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.
