ITEM DESCRIPTION: Naval Surface Warfare Center (NSWC) Crane has a requirement for the procurement of 30mm automatic guns in varying configurations (30MM x 173, GAU-23A/A and 30MM x 173, MK 44 MOD 2), associated spare parts and special tools/equipment. The Government anticipates awarding firm fixed price (FFP) Job Order 0003 under the Basic Ordering Agreement (BOA) N0016423GJN16 for an estimated award amount of $7,052,724. The anticipated award date is approximately 29 December 2023. Delivery is FOB Destination.

The aforementioned BOA has a ceiling amount of $79.0M and an expiration date of 29 JUN 2027. The Government intends to solicit and negotiate with one source, NORTHROP GRUMMAN SYSTEMS CORPORATION, (CAGE CODE: 8K4J7) under the authority of 10 U.S.C. 2304(c)(1) as implemented at FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

This is being sole sourced because NORTHROP GRUMMAN is the only known source which has the capability to produce the 30mm automatic chain-driven gun in the configurations needed. Specifications, plans or drawings relating to the procurement described are not available and cannot be furnished by the Government. The detailed design of the 30mm automatic chain-driven gun remains proprietary to NORTHROP GRUMMAN, making NORTHROP GRUMMAN the only source for design related engineering support.

All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM).
