The Request for Proposal will be issued directly to Curtiss Wright Controls Electronic Systems, Inc. ITEM DESCRIPTION - Naval Surface Warfare Center, Crane Division (NSWC-CR) in support of the Persistent Maritime Unmanned Aircraft Systems (PMUAS), PMA-262 and Maritime Patrol and Reconnaissance Aircraft (MPRA), PMA-290 and Australian International Cooperative Partner has a requirement for Airborne Mission Processor (AMP) Weapon Replaceable Assemblies production, Spares, Test, Teardown, and Evaluation (TT&E), Repairs, Upgrades, Training, Engineering and Logistics Services, and Travel as required.

The estimated maximum is $24.5M and the contract minimum amount is $1,000.

The anticipated timeframe for the release of the solicitation is estimated to be 19 August 2022. SOLE SOURCE PROCUREMENT - NSWC-CR located at Naval Support Activity, 300 Highway 361, Crane, IN, 47522, intends to award a five year, Indefinite Delivery Indefinite Quantity, supply/service, Firm Fixed Price and Cost Plus Fixed Fee, sole-source contract to Curtiss Wright Controls Electronic Systems, Inc., 28965 Ave Penn, Santa Clarita, CA 91355-4185. Delivery will be FOB Destination.

This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented in FAR 6.302-1, Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Proposal will not be made available through https://www.sam.gov/. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 15, Contracting by Negotiations.

The Government anticipates contract award for the procurement in the third quarter of fiscal year 2023. A related Request for Information, N0016422SNB07, was previously posted on SAM.gov. Contractor must be properly registered in the Government System for Award Management database (SAM).
