ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for an increase to the BOA ceiling needed to procure Field Service Representative Support, Test Equipment, and additional Engineering Services of the AN/ALQ-249 NGJ-MB.

The anticipated ceiling maximum of the BOA is estimated to be increased by $43,298,000 from $56,670,000 to $99,968,000. The ordering period end date of the BOA will remain unchanged at 03 December 2025. Individual Job Orders will specify required tasks and all applicable delivery terms and conditions. It is anticipated that the proposed BOA modification will be issued in August 2024. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423s.

SOLE SOURCE PROCUREMENT - The proposed contract action is for the services for which the Government intends to solicit and negotiate with one source, Raytheon Company, 2000 East El Segundo, CA 90245-3507 under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii), only one responsible source.

The requirement is being solicited on a sole source basis because no other source than Raytheon Company has the proprietary data required to provide system support of the end items satisfying the agency's requirements. Utilizing another source would result in significant duplication of costs and unacceptable delays in fulfilling the agency's requirements. All responsible sources may submit a capability statement or proposal which shall be considered by the agency.

However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.
