This notice of intent is not a request for competitive quotes and the proposed/contract action is for supplies or services for which the Government intends to negotiate with only one sourece. Interested persons may identify their interest and capability to respond to the requirement or submit quotes.

Quotes received prior to the award date will be considered by the Government.A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.The Government does not own the data or the rights to the data needed to purchase / contract repair of this part from additional sources.

It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part.Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Products Lists (QPLs), Qualified Product Databases (QPDs), Military Handbooks, and other standardized documents from the DoD Single Stock Point (DODSSP) at Document Automation and Production Service (DAPS) in Philadelphia, PA.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations or capability statements. This notice of intent is not a request for competitive proposals.

However, all proposals received within 45 days (30 days if award is issued under an existing Basic Ordering Agreement (BOA) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.

The Government intends to issue a sole-source firm-fixed price contract to repair one SYNCHRO ASSEMBLY unit - Part Number 10-1687 TYPE 8 to L3 Technologies, Inc., 90 NEMCO WAY, Ayer, MA, 01432-1541. CAGE 28199. The Government does not own the data or the rights to the data needed to purchase this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part.

This code is used when the Government did not initially purchase the data and/or rights. For a copy of the solicitation, please see www.neco.navy.mil. Please quote a Firm Fixed Price for the full repair of the item. If a Firm Fixed Price cannot be provided, please provide a Not-to-Exceed price. This includes the teardown, evaluation, inspection and full repair of the item to "like new" or "A" condition. No Teardown & Evaluation quote is accepted.

A beyond repair (BR)/ beyond economic repair (BER) price shall also be providedin addition to the repair price at time submission of quote. Do NOT include the cost for shipping material as the government implemented shipping system or ATAC will be shipping/delivering material. The vendor is required to comply with Commercial Asset Visibility (CAV) of the asset(s) in this purchase order in accordance with NAVSUPWSSFA24. Please include the CAV cost into the Repair Cost.

All contractual documents (i.e. contracts, purchase orders, task orders, delivery orders and modifications) related to the instant procurement are considered to be "issued" by the Government when copies are either deposited inthe mail, transmitted by facsimile, or sent by other electronic commerce methods, such as email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to "issue" contractual documents as detailed herein.
