The Naval Information Warfare Systems Command (NAVWAR), in support of the Program Executive Office (PEO) Command, Control, Communication, Computers, and Intelligence (C4I), International C4I Program Office (PMW 740), intends to issue a Request for Proposal (RFP), which would result in a sole source contract to Data Link Solutions, LLC (DLS) at 350 Collins Road NE, Cedar Rapids, IA 52498 for Foreign Military Sales (FMS) efforts in support of Taiwan.
The effort will procure Intermediate-Level (I-Level) maintenance on DLS produced Multifunctional Information Distribution Systems (MIDS) Commercial Low Volume Terminals (CLVTs) currently in use on the Syun An program.
This effort includes in-country Field Service Engineers (FSE) support at the Joint Information Operation Center (JIOC) in Taiwan including failed terminals into the I-Level repair cycle, conducting inspections and tests to determine the nature of the failure, conducting repairs, and submitting maintenance and repair action reports. It is anticipated that the contract will include a base period of three (3) years with two (2) one-year Options.
The authority for other than full and open competition is 10 U.S.C 2304(c)(1) and FAR 6.302-1, Only one responsible source. Syun An is a System of Systems (SoS), which provides tactical data information link and Command and Control (C2) interoperability. The MIDS-LVT, as part of the Syun An solution, requires maintenance and repair that can only be performed by the Original Equipment Manufacturer (OEM).
As the OEM, DLS is the only vendor capable of conducting the required FSE maintenance and repair services on the terminals it produces. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS Responses to this notice of intent to issue an RFP to DLS should be submitted no later than five (5) calendar days from the date of this synopsis to Joseph Gonzales, Contracting Officer for NAVWAR via email at Joseph.a.Gonzales50.civ@US.Navy.Mil.
