Naval Information Warfare Systems Command (NAVWAR), in support of Program Executive Officer Command, Control, Communications, Computers, and Intelligence (PEO C4I) Communications and Global Positioning System Navigation Program Office (PMW/A 170), intends to award a modification, to increase the ceiling of the current sole source IDIQ contract (N00039-17-D-0004).
The increase is for the Environmental Satellite Receiver Processor (ESRP), to Vertex Modernization and Sustainment (V2X) located at 6125 East 21st street, Indianapolis, Indiana. The ESRP program uses the AN/FMQ-17, AN/SMQ-11 battle-management weather systems to provide real time direct readout of environmental data to Meteorology and Oceanography personnel to support mission planning and execution in all warfare areas.
V2X (formerly Raytheon Company) is the Original Equipment Manufacturer (OEM) vendor providing specialized technical expertise, engineering services, and hardware to the ESRP program and developer of the modernized AN/SMQ-11 variant. As such, the proposed modification will include the continued procurement of specialized technical, engineering and sustainment services, hardware, and the procurement of up to five (5) Engineering Development Models (EDM) and production assets of the modernized AN/SMQ-11 variant.
To meet this requirement, vendors must have subject matter expertise, technical capabilities, and facilities to produce and sustain shipboard systems (AN/SMQ-11) and shore systems (AN/FMQ-17). The authority for other than full and open competition is Title 10 U.S.C 3204 (a)(1), (formerly 2304(c)(1)) and FAR 6.302-1.
Only one responsible source and no other supplies or services will satisfy agency requirements as V2X is the current OEM of the AN/SMQ-11 and AN/FMQ-17 and is the only source capable to fulfilling ESRP’s requirements without unacceptable delays. The notice of intent is not a request for competitive proposals or solicitation of offers.
However, if a company believes it can perform the requirement identified above without negative schedule, performance, and/or cost impacts, the company shall provide a statement of its capabilities within 15 calendar days of the release date of this notice.
