Notice of Intent to Award a Sole Source Contract for Digital Transformation-Professional Services

The purpose of this notice is to inform all parties that the United States Navy, Naval Information Warfare Systems Command (NAWARSYSCOM) in support of the NAVWAR Headquarters intends to award a sole source contract for Digital Transformation- Professional Services under the authority of FAR 13.106-1(b) to Strategic Insight, Ltd. located at 2900 Crystal Drive, Suite 1000, Arlington, VA 22202. The requirement is for NAVWAR to align with the Office of the Under Secretary of Defense, Research and Engineering Modernization Priorities.

The investment in technology priorities is driven by The Navy Systems Commands (SYSCOMs) unique mission needs and the urgency required for wartime readiness. To operate in a digital environment that aligns with similarly situated SYSCOMs, NAVWAR must be mission ready by having the ability to quickly access real-time information and support the warfighter from the shore to the tip of the spear. Wartime readiness requires NAVWAR to have the ability to make real time, mission critical decisions.

Strategic Insight is the only vendor with experience satisfying this requirement with a similarly situated SYSCOM (Naval Sea Systems Commands (NAVSEA) Program Executive Office (PEO) Integrated Warfare Systems (IWS) and therefore uniquely positioned to assist NAVWAR satisfying this requirement. Utilizing another vendor would introduce unacceptable schedule risks and negatively impact NAVWAR’s time sensitive mission and wartime readiness requirements.
