This procurement will provide for the disposal of TRIDENT II (D5) first stage (FS), second stage (SS), or third stage (TS) rocket motors. In addition the Contractor will upgrade selected Government-owned equipment that support the disposal process, which will include the following:

documentation of disposal plans and environmental assessments, temporary storage of motors, nozzles and igniters received from other Fleet Ballistic Missile (FBM) storage sites, preparation of motors for shipment to Hill AFB, and support of Hill AFB personnel in the actual motor disposal and testing operations regarding transportation, unloading, removing static electricity, and placement of motors for disposal and testing.

The contractor will also perform aging studies to include destructive and nondestructive evaluations, and develop tooling and procedures to remove propellant samples from D5 FS, SS, and TS fleet-returned motors. Pursuant to the authority of 10 U.S.C. 2304 (c)(1) the Government intends to conduct negotiations with Northrop Grumman Systems Corporation (NGSC), Magna, Utah 84044-2202. Performance will take place from Fiscal Year (FY)26 through FY30.

NGSC is the only known source that currently has the facilities, equipment, and expertise in TRIDENT II necessary for the handling and disposal of these rocket motors. This Notice of intent is not a request for competitive proposals. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive proposals. All responses must be received within fifteen days from the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
