Strategic Systems Programs (SSP) intends to issue a Request for Proposal and negotiate a contract on a sole-source basis with EMCUBE, Inc. (EMCUBE), of Alexandria, Virginia to provide highly specialized engineering and technical services to support Trident II Facility Operations, D5 and D5LE missile production and operational planning, D5 LE-2 missile SPALT technologies, and flight test support efforts.

This effort requires in-depth and direct knowledge of the Fleet Ballistic Missile (FBM) and D5 Life Extension (D5LE) components. It would take an extensive amount of additional training to position another contractor at the level of EMCUBE’s expertise. Moreover, the contractor would lack the methodology history, of which EMCUBE has. Consequently, SSP intends to solicit and negotiate per the authority of 10 U.S.C.

3204(a)(1) (FAR Subsection 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements). SSP anticipates to award a Firm-Fixed Price, Level-of-Effort (FFP-LOE), Term Contract Line Item Numbers (CLINS). The Period of Performance (POP) will include a base year FY27 effort from 1 October 2026 – 30 September 2027, and four (4) corresponding one-year option periods. Security Clearance Required.

Each LOE line item is estimated to cover a twelve (12) month period of performance and will include option provisions to increase the LOE up to thirty percent (30%), in accordance with SSP terms and conditions. EMCUBE is the only known source with the direct critical experience, expertise, personnel, and in-depth knowledge of the TRIDENT program required to perform the subject effort. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

However, all responses received within fifteen (15) days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
