NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY.

Description: Strategic Systems Program (SSP) intends to award a Basic Ordering Agreement (BOA) Order under BOA N0003025G1038 to General Dynamics Mission Systems (GDMS), Pittsfield, MA to procure, refurbish, and install new foam into SSBNs via foam refresh kits. This effort will require the contractor to replace lead septum foam in the Power Conversion Equipment (PCE), Fire Control Circuit Panel (FCCP) Cabinets, and Fan Assembly Foam replacement kits for shore sites.

All efforts are to be executed by replacing doors, panels, and fans with refurbished doors, panels, and fans (turnaround method), or by scraping and replacing on site. Installation efforts shall be performed and delivered in accordance with the applicable Ordnance Directives (ODs), Unique Repair Procedures (URP), and Technical Program Management processes.

This order is being awarded on a sole source basis in accordance with statutory authority permitting other than full and open competition under Title 10 U.S.C.3204(a)(1), as implemented by FAR Part 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Negotiations will be conducted with GDMS, Pittsfield, MA.

GDMS is the sole manufacturer of the Trident (II) D5 Strategic Weapon System (SWS) Fire Control System and the only source with an in-depth knowledge and expertise and in-place capability to perform the required effort.
