2024 SARATOGA TEST STATION REFRESH, FIRE CONTROL DATA ANALYSIS SYSTEM REFRESH AND FIRE CONTROL TEST DESCRIPTION & DEFAULT DECODER: THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY.

Description: Strategic Systems Program (SSP) intends to procure and award a Basic Ordering Agreement (BOA) Order under BOA N0003022G1038 to General Dynamics Mission Systems (GDMS), Pittsfield, MA to perform the following:

1. A refresh of the Saratoga Test Station that includes support for testing the 015 power converter refresh, integrating revised hardware and software within the existing test station, updating the technical drawing package, updating the applicable Ordnance Document (OD), conducting a complete physical configuration audit, and operationally, proof the revised station.

2. Evaluate portable and fixed workstation hardware options to integrate a John Hopkins University Applied Physics Lab (JHU-APL) software application, which is able to process Fire Control System Mk 98 mod 6/7 data into a format useable by SSP to conduct analysis of the Fire Control (FC) data.

3. Develop a library of FC test descriptions and a compilation of fail and fault codes within the FC system for use in operational support, training and indoctrination into the SLBM FC community. Create a collection of current and historical FC data, including the Technical Information Database (TIDB) and Dynamic Object-Oriented Requirements System (DOORS) software source code and Subject Matter Expert (SME) knowledge.

4. Replace lead septum foam in the Power Conversion Equipment (PCE) cabinets (011, 012, and 013) in the SSGN Fleet. Installations of the required foam panels are to be conducted in accordance with a Unique Repair Procedure (URP) and executed by scraping and replacing on site.

This order is being awarded on a sole source basis in accordance with statutory authority permitting other than full and open competition under Title 10 U.S.C.3204(a)(1), as implemented by FAR Part 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Negotiations will be conducted with GDMS, Pittsfield, MA.

GDMS is the sole manufacturer of the Trident (II) D5 Strategic Weapon System (SWS) Fire Control System and the only source with an in-depth knowledge and expertise and in-place capability to perform the required effort.
