The Naval Sea Systems Command intends to utilize other than full and open competition to place an order under Basic Ordering Agreement (BOA) N0002422G5311 to Raytheon Technologies (Raytheon) located in Marlborough, Massachusetts. This BOA order will satisfy the requirement for USS SAMPSON (DDG 102) refurbishment of the Final Power Amplifiers (FPAs) and their required parts in support of the DDG 102 refurbishment. This BOA order will be awarded pursuant to 10 U.S.C.

2304(c)(1), only one responsible source, and no other supplies or services will satisfy agency requirements. Raytheon is the only qualified source that possesses the in depth technical expertise, knowledge, resources, and understanding of the FPAs and the MK 99 system necessary to satisfy the Government's requirements to be procured under this BOA. This is not a request for competitive proposals. Companies interested in subcontracting opportunities must contact Raytheon directly.
