The Naval Sea Systems Command (NAVSEA) intends to award a sole source, firm-fixed-price contract to SSR Engineering, Inc., using simplified acquisition procedures. The anticipated contract is for the procurement of the U.S. Navy Electronic Chart Display and Information System (NECDIS), specifically the Radar Interface Communication (RIC) module Fleet and lab licensing for NECDIS-RIC software module. The licenses are perpetual and support node-to-node transferability.

Deliveries are expected within 14 days of contract award. This notice serves to inform industry of NAVSEA’s intent to procure these software licenses on a sole source basis from SSR Engineering, Inc. The Navy ECDIS is the primary navigation plotting system used onboard surface ships and submarines. The system takes inputs from all available navigation sensors to give the ship an accurate representation of its position to ensure safe navigation.

Navy ECDIS interfaces with the Global Positioning System (GPS) receivers and other navigation sensors to give watch-standers a computerized real-time view of the ship’s position and movement on an electronic-chart display. It also provides automated safety checking and the capability for route planning. Enables users to display, update and manipulate electronic charts, perform route planning, monitor safe navigation of the vessel, navigate in international waters and conduct piloting in restricted waters.

Navy ECDIS provides the ability for a ship to enter a navigation plan that, when activated, uses the position sensor data to provide real time position-keeping, navigation plan monitoring, and safety-checking.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts.

The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via beta.sam.gov, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
