Only one response is necessary for this announcement. This notice is for market research purposes only and does not constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. Failure to respond to this Request for Information (RFI) does not preclude participation in any future RFP, if any is issued.

If an RFP is issued, it will be synopsized on https://sam.gov/content/home. This Sources Sought / RFI notice is issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office Unmanned and Small Combatants, Unmanned Maritime Systems Program Office (PMS 406). PMS 406 is developing requirements for the Detail Design and Construction (DD&C) of the Large Unmanned Surface Vessel (LUSV).

LUSV will support Distributed Maritime Operations (DMO) and provide the Joint Force with an adjunct missile magazine capability and capacity. Primary missions include the support of Anti-Surface Warfare (SUW) and Strike Warfare (STW). LUSV is a high-endurance, affordable asset capable of weeks-long deployments and trans-oceanic transits. LUSV will be built to commercial American Bureau of Shipping (ABS) vice military standards.

As an adjunct magazine, LUSV will operate with Carrier Strike Groups (CSG), Expeditionary Strike Groups (ESG), Surface Action Groups (SAG), and individual manned combatants. The Navy is requesting industry’s feedback on the Ship Specification (DRAFT), along with answering a set of technical questions that are posted in the Bidder’s Library.

The complete RFI, posted in the Bidder’s Library, contains controlled technical data that cannot be posted to the Government Point of Entry and will be only available to U.S. Department of Defense contractors cleared for Distribution D (DoD and DoD Contractors only). Responders shall provide the following information to gain access to the Bidder’s Library: Companies must request access, complete a Terms of Use Agreement via electronic mail to POCs below.
