8/5/2025 This pre-solicitation synopsis is updated to include award notice. The Naval Sea Systems Command (NAVSEA) has awarded a contract modification to Rolls-Royce Corporation (RRC) (address) for the procurement of MT7 Turboshaft engines, ancillary parts, and installation kits for LCAC 100 Class craft in support of the Ship to Shore Connector (SSC) program. In accordance with 10 U.S.C.

2304(c)(1), as implemented by FAR 6.302-1(a)(2), wherein “the supplies or services required by the agency are available from only one responsible source and no other supplies or services will satisfy agency requirements”.

Per Defense Federal Acquisition Regulations Supplement (DFARS) and Procedures, Guidance, and Information (PGI) 206.302-1, the requirement to post was waived on 13 DEC 2024. In accordance with FAR 5.203(a), the proposed contract action was synopsized on SAM.gov on 09 OCT 2024 with no responses received during the 15-day notice period. The synopsis is intended to function as a market survey for subcontracting opportunities.

This pre-solicitation synopsis is published for informational purposes only. The Naval Sea Systems Command (NAVSEA) intends to award a Firm Fixed Price commercial contract to Rolls-Royce Corporation, 450 S. Meridian St., Indianapolis, IN 46225. This contract is for the procurement of up to 12 MT7 Turboshaft production engines, 3 MT7 Turboshaft engine installation kits, and short-term MT7 Turboshaft engine storage.

This requirement will be negotiated on a sole-source basis in accordance with statutory authority 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1. There is only one responsible source, and no other supplies or services will satisfy agency requirements because Rolls-Royce is the sole manufacturer of the LCAC 100 Class MT7 Turboshaft engine and installation kits.

The proposed contract action is for supplies, for which the Government intends to solicit and negotiate under FAR Part 12 – Acquisition of Commercial Products and Commercial Services. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
