The Naval Sea Systems Command (NAVSEA) intends to utilize other than full-and-open competition to award a delivery order under existing Basic Ordering Agreement (BOA) N0002423G5320 with McNally Industries, LLC (Grantsburg, WI) to negotiate level of effort (LOE) Cost-Plus-Fixed-Fee SLINs for engineering, logistical, and technical services as well as Cost-only SLINs to support travel and other direct costs (ODCs). Award of this effort will be pursuant to 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1.

McNally Industries is the only known source possessing the requisite knowledge and ability to satisfy the Government’s requirement for Mk 6 ammunition hoists within the required schedule. This notice is not a request for proposals. However, interested parties may submit a capability statement demonstrating their ability to fulfill the requirement. All expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government.

The Government will not reimburse any costs incurred to submit a response to this synopsis; any costs associated with responding to this synopsis are solely at the expense of the source submitting the information. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice, is solely within the discretion of the Government.
