The ESSM site visit has conclued. Any interested party who wishes to receive a copy of the digital presentation provided during the site visit shall submit a signed copy of the attached Terms of Use agreement to daniel.w.kough2.civ@us.navy.mil and lisa.m.grayum.civ@us.navy.mil if they did not previously provide one during the pre-solicitation phase of the procurement.

The Naval Sea Systems Command (NAVSEA) is issuing a Full and Open Competitive solicitation for the operation and maintenance of the Emergency Ship Salvage Material system. All solicitation documents are provided as attachments to this solicitation announcement. This notice shall not be construed as a promise to contract or commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract.

The Government is not responsible for any cost incurred by industry in responding to this notice. Any questions regarding this solicitation shall be directed to Mr. Daniel Kough, Contract Specialist, via email at daniel.w.kough2.civ@us.navy.mil. The Contracting Officer for this procurement is Ms. Lisa Grayum, email at lisa.m.grayum.civ@us.navy.mil. Offerors should note a site visit is offered for this solicitation.

A site visit is currently scheduled for 17 October 2023 at 1000 EDT at Warehouse 12, Cheatham Annex, Williamsburg, VA. Each Offeror is allowed up to four persons to attend the site visit. To RSVP to the site visit, Offerors shall complete the attached Site Visit Registration form and submit via email to daniel.w.kough2.civ@us.navy.mil and lisa.m.grayum.civ@us.navy.mil. Please reference “(Your Company Name) – ESSM Solicitation Site Visit” in the subject line of your email.

RSVPs shall be submitted by 1600 EST on 6 October 2023. More information about the site visit will be provided to those who RSVP. Offerors are solely responsible for obtaining access to the facility. The Government will not delay commencement of the site visit for the arrival of any interested Offeror. The Navy reserves the right to reschedule or cancel the site visit at the discretion of the Contracting Officer. Attendance at the site visit is neither required for proposal submission nor required for consideration for award.
