The Naval Air Systems Command (NAVAIR) intends to negotiate and award a contract for the procurement and delivery of maritime seeker suite technologies and requisite processing capabilities for the Tactical Tomahawk All-Up-Round (TACTOM AUR) missile system. The anticipated contract will be for two years.
Contract award is anticipated Second QTR Fiscal Year (FY) 2026. This requirement will be to build and deliver production seeker suites for incorporation of seeker technology and processing capabilities into an estimated quantity of 35 to 96 modernized TACTOM Block V AUR missiles, or additional quantities as Congress may authorize and appropriate, and to deliver seeker suites for installation into the TACTOM AUR missile system.
The scope includes necessary production Technical Data Package (TDP) and facilities upgrades to continue production capability improvements, and the procurement and integration of the seeker technologies and associated processing capability into a seeker suit. Maritime Strike Tomahawk (MST) technology efforts shall be installed concurrently with the TACTOM missile recertification program. NAVAIR intends to award this effort to Raytheon, P.O.
Box 11337, Tucson, AZ 85734-1337 (Point of Contact for Small Businesses interested in subcontracting – Jarrod Winters, email Jarrod.winters@rtx.com). Raytheon is the sole developer, designer, and manufacturer for the Tomahawk Land Attack Missile. Raytheon maintains and controls both the Level III TDP and the manufacturing documentation for the Block IV AUR as well as the Level III TDP for the Seeker Kit, and the TDP for the Block Va AUR.
Because a detailed knowledge and expertise of the Tomahawk Block IV, V, & Va AUR missile is required to conduct tasking under this contract, Raytheon is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives. Responsible parties may submit capability statements which shall be considered. This is not a request for proposals.
