THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a delivery order under sole source Basic Ordering Agreement (BOA) N00019-23-G-0002 to Lockheed Martin Corporation-Missiles Fire Control (LMMFC), Orlando FL. LMMFC will support LRASM 1.1 sustainment Delivery order by providing production support and sustainment of the LRASM Weapon System.
The Contractor shall provide all services and supplies necessary to develop and document the LRASM hardware and software in accordance with requirements of the LRASM system performance specification for the launch aircraft. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
The proposed action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Lockheed Martin is the sole designer, developer, manufacturer, and integrator of the LRASM, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost-effective manner.
Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
