541511 – CUSTOM COMPUTER PROGRAMMING SERVICES Solicitation Number: N00019-25-RFPREQ-APM290-0507 The Naval Air Systems Command (NAVAIR) Patuxent River, MD intends to negotiate on a non-competitive basis with Boeing Digital Solutions, Inc. CAGE Code 19580 for commercial-off-the-shelf annual navigation database software subscriptions.

This includes different software subscriptions that incorporates ForeFlight Dispatch, FliteDeck Pro, ForeFlight Military Flight Bag (MFB), On-board Performance Tool (OPT), OPT Airport Database, and Aeronautical Radio Incorporated (ARINC)- 424 Navigational database (NAV database) tools.

The proposed contract action is for software products for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

FAR 6.302-1 (a)(2)(iii)(A), states supplies may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Boeing Digital Solutions, Inc., is the only source capable of fulfilling this requirement, as they are the only vendor that possesses the proprietary data rights and exclusive commercial licenses required for the EFB system.

The 29 August 2025 Sources Sought Notice provided the opportunity for interested persons by 22 September 2025 to submit a Capability Statement identifying their interest and capability to respond to the requirement or submit proposals. In response to the Sources Sought Notice, a total of (3) responses were received. Of these, only (1) response included a capability statement; the other (2) responses were automated email submissions.

However, it has been determined that none of the (3) responders can fulfill the contract requirements, as the necessary EFB Licenses are proprietary to Boeing Digital Solutions, Inc. The Government will not consider any information submitted by interested parties in response to this Pre-solicitation Notice. This notice of intent is not a request for competitive proposals. Companies interested in subcontracting opportunities should contact Boeing Digital Solutions, Inc. directly.
