Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and issue a contract modification under N0001924C0028 to Simmonds Precision Products, Inc (Simmonds), a division of Collins Aerospace, on a sole-source basis to repair Test Set Government Furnished Property, which is currently in possession of the Contractor. This effort will be a modification to an existing five (5) year contract.

The planned award date is January 2026. This action is being awarded on a sole source basis to Simmonds in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

The Government Property was originally built on a Government contract in 2007 and has been used since then by Simmonds to test components of both the legacy and Midwing Avionics Obsolescence (MAO) Avionics Weapon Replaceable Assemblies (WRA) prior to assembly and delivery to increase quality and throughput. Simmonds is the Original Equipment Manufacturer of both the legacy and the MAO versions of these Avionics WRAs.

Simmonds is the only source that has the knowledge, experience, technical expertise, and source data to troubleshoot and repair these Test Sets to meet the Government’s need. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
