Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and issue a Delivery Order under Basic Ordering Agreement N0001922G0002 to the Bell Boeing Joint Project Office on a sole-source basis for the procurement of Cockpit Voice Recorder kits and installations for the MV-22 aircraft. This is a follow-on effort. The current effort is under Basic Ordering Agreement N0001917G0002, Delivery Order N0001921F0049.
This effort will be contracted as a five (5) year DO with a base year and four (4) option years. The planned award date is November of 2025. This action is being awarded on a sole source basis to the Bell Boeing Joint Project Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
The limited rights possessed by the Government to the required technical data preclude competition of this effort. The base Non-Recurring Engineering efforts along with the initial retrofit recurring efforts have already been contracted to Bell Boeing. In addition, the Cockpit Voice Recorder installations are prerequisite for other retrofit installations previously contracted to Bell Boeing.
Bell Boeing possesses the unique, requisite engineering knowledge, skills, and rights to the technical data for the MV-22 Cockpit Voice Recorder effort. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
