Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and issue a Delivery Order (DO) under Basic Ordering Agreement N0001922G0002 to the Bell Boeing Joint Project Office on a sole-source basis to provide support to the V-22 Joint Program Office’s ongoing V-22 flight test program.
The Contractor shall provide the supplies and services necessary to provide flight test support to conduct Research, Development, Test and Evaluation, Follow-on Operational Test and Evaluation, Acceptance, and Foreign Military Sales (FMS) Japan testing on V-22 aircraft. Support shall consist of on-site support at Naval Air Station Patuxent River and Hurlburt Air Force Base and support from Bell and Boeing home office sites.
The strategy of the V-22 flight test program is that HX-21 conducts all V-22 common projects, MV-22 projects, CMV-22 projects, and FMS Japan projects while the 413th only conducts tests that are specific to the CV-22. Both sites conduct a mix of projects associated with development, procurement, and sustainment efforts. This effort will be contracted as a five (5) year DO with a base years and four (4) option years.
The planned award date is January of 2026. This action is being awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals.
However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. For possible subcontracting opportunities, please contact the Bell Boeing Joint Project Office.
