The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a Sole-Source modification to Delivery Order (DO) N00019-25-F-2109 under Basic Ordering Agreement (BOA) N0001923G0002 to Sikorsky, A Lockheed Martin Company, 6900 Main Street, P.O. Box 9731, Stratford, CT. 06615 for the procurement of a semi-annual status inventory report as a Contract Data Requirements List (CDRL) for the Government Furnished Property (GFP).
Additionally, four (4) GFP tough books will be transferred from the prior DO N00019-22-F-1203 under BOA N0001919G0029 to DO N00019-25-F-2109 under BOA N0001923G0002 to maintain the H-53 Aviation Logistics Environment (ALE). The ALE is comprised of the Sikorsky Ground Based Application (SGBA), Maintenance Data Interface (MDI), and Integrated Support System (ISS), collectively known as the Integrated Computing Platform (ICP).
The proposed contract action(s) identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Sikorsky is the designer, developer, and sole producer of the CH-53K® aircraft and is the only known contractor with the requisite knowledge, experience, and technical data able to provide the required level of supplies and services in support of the CH-53K® program.
The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein. As a result, only Sikorsky has the technical data, unique engineering support experience, and detailed knowledge of the CH-53K® to meet the USN’s requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement.
The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
