The Naval Air Systems Command (NAVAIR), V-23 VR/OSA, PMA-207 awarded a Firm Fixed Price (FFP) 7-year Indefinite Delivery Indefinite Quantity (IDIQ) Contract to The Boeing Company, CAGE Code 81205, of Seattle, Washington for C-40A Sustaining Engineering (SE) Follow-on. The Boeing Company is the Original Equipment Manufacturer (OEM).
This action was awarded on a sole source basis to The Boeing Company under the authority permitting other than full and open competition, title 10-U.S.C 3204(a)(1), as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The Boeing Company is the sole designer, developer and manufacturer of the C-40A aircraft and is the only known firm with the necessary requisite knowledge, experience and technical data to provide the required supplies and services. The SE support will consist of:
Project Management, Engineering and Technical Services, Boeing Commercial Aircraft Publication Revision Services, Non-Boeing Commercial Aircraft Publications services, On-Board Performance Tool support, Aircraft Database Services, and Maintenance Performance Toolbox and Toolbox Remote support. Additional SE support may include:
Engineering Services, Contractor Logistics Services (CLS) Contractor Field Team (CFT) Support, Operational Readiness Support, Technical Support of Mishap Investigations, Investigation of Mishaps at Contractor Facilities, Service Bulletins support, Customer Originated Changes to USN and USMC Aircraft Publications, OPT Software Updates Resulting from Unscheduled Aircraft Configuration Changes, OPT Software Updates Resulting from Organizational-Level Maintenance Aircraft Configuration Changes, Newly-Delivered C-40A Aircraft support, and Configuration Control of Non-OEM Aircraft Modifications.
The SE support services will satisfy and maintain the Federal Aviation Administration (FAA) certification process on the C-40A aircraft that is required by FAA Federal Aviation Regulations, Title 14 of the Code of Federal Regulations, Part 25.
