***DRAFT*** Combined Synopsis / Solicitation for Commercial Automated Shot Counter Systems

The Naval Air Systems Command (NAVAIR), is seeking feedback from industry on a DRAFT combined synopsis/solicitation for the procurement of commercial Automated Shot Counter Systems. The Government intends to purchase and award on a Firm Fixed Price (FFP) basis under the authority of Federal Acquisition Regulation (FAR) Subparts 12.6 and 13.5. This draft solicitation is being issued to engage industry and request feedback in order to better inform acquisition decisions.

The Government is also seeking feedback to determine the availability of a Commercial Automated Shot Counter, meeting the requirements herein, for the GAU-21, GAU-17/A, M240D, M61A1/A2 and M197. Interested parties are asked to respond via email to Hannah Cha at hannah.s.cha.civ@us.navy.mil with feedback to include the following:

Company's name and address. Company's point of contact including email address and phone number. Company's business size Does your product meet the commercial product definition contained under FAR 2.101? If yes, please provide supporting documentation to include catalog pricing and/or sales history with the general public (does not include sales to the Federal, State, local, or foreign governments). Would your product require modification(s) of a type as described in the commercial definition at FAR 2.101(3)?

If so, please describe the modification(s) required and if they are customarily available in the commercial marketplace. Would these modifications change the form, fit, and function of your commercial product? Any concerns/feedback with the requirements contained in the Solicitation. This notice is being issued as a draft solicitation. This is NOT a request for proposal. This notice does not constitute a solicitation and shall not be construed as a commitment by the Government.

Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by responders to this announcement is strictly voluntary.
