Joint Mission Planning System (JMPS) Laptop

THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) issued a Firm Fixed Price (FFP) delivery order N00019-24-F-1873 under Indefinite Delivery Indefinite Quantity Contract N00019-20-G-0027 to Gnostech, LLC, hereafter referred to as the Contractor, for the effort described in the following paragraph.

Under this delivery order, the Contractor will provide high-end, mobile computer systems and consistent warrantee support for the Joint Mission Planning System (JMPS), which provides computer tools to aid in planning aircraft missions. This requirement is for a minimum quantity of 1 with a maximum quantity of 3000 total units. The period of performance is 4QCY24 – 4QCY26.

JMPS software gathers, analyzes, manipulates, collaborates, plans, and loads critical data to naval aircraft, as well as associated avionics subsystems and weaponry via a variety of data transfer devices while providing increased situational awareness to aircrew. JMPS software is a Windows, PC-based common approach that utilizes Commercial Off-The-Shelf (COTS) computing.

These requirements were procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(c), “An acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer”.

The required Getac laptop and associated hardware is specific to one manufacturer, therefore, only a brand name sole source is available. This brand name was identified through a sources sought posted to the PMA-281 Multiple Award Contract (MAC) vendors on 03 July 2023 to seek potential laptops capable of supporting JMPS software requirements. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
