Request for Information (RFI) for Supplies and Services to support Tomahawk Cruise Missile Program

The purpose of this notice is to inform interested parties that the Naval Air Systems Command (NAVAIR), Patuxent River, Maryland intends to issue a sole source Delivery Order under the Basic Ordering Agreement (BOA) N00019-20-G-0007. This Delivery Order will contain Cost Plus Fixed Fee (CPFF) items to Raytheon Company (RAY), P.O.

Box 11337, Tucson, AZ 85734-1337, for the redesign of the Tomahawk Obsolescence Redesign (THOR) Guidance Electronics Unit (GEU-R), referred to as Guidance Electronics Unit (GEU) Version 3 (V3). The requirement is to deliver a comprehensive and cost-effective redesign of the GEU (GEU-R) to ensure the build schedule for production and recert can be supported. The Period of Performance (PoP) anticipated for this effort will be FY25-FY29.

The Raytheon point of contact for subcontracting opportunities is Patrick Marchant (patrick.j.marchant@rtx.com). RAY solely possesses the current configuration and data for the electronic components required to complete these efforts. RAY is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. The data associated with the Tomahawk missile is export controlled and is not available to foreign sources or representatives. Responsible parties may submit capability statements which shall be considered. This is not a request for proposals.
