Ground Control Station DMSMS ECP Cut-In and Mobile Ground Control Station (MGCS) to Fixed Ground Control Station (FGCS) Conversion

The Naval Air Systems Command (NAVAIR) has awarded a Firm Fixed Price (FFP) modification to contract N0001922G0006-N0001923F0021 to General Atomics – Aeronautical Systems, Inc. (GA-ASI), Poway, California, procuring an Engineering Change Proposal (ECP) to address Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues on the MQ-9A Block 30 Ground Control Station.

The DMSMS items are the Pilot/Sensor Operator Displays, Video Amplifier/Splitter, Portable Generator, Triple Output Power Supply, and the GCS Control Bay Power System. The modification also included the conversion of the Mobile Ground Control Stations (MGCS) to Fixed Ground Control Stations (FGCS). This acquisition was pursued on a sole-source basis under statutory authority of Title 10, U.S.C.

Section 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The determination by the Government not to compete this effort was solely within the discretion of the Government.
