BQM?177A FY25 BLOCK 1B UPGRADE

The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA-208) Patuxent River, MD intends to enter into sole source negotiations and subsequently award a Firm Fixed Price (FFP) Delivery Order under Basic Ordering Agreement N00019-22-G-0004 with Kratos Unmanned Aerial Systems, Inc. (KUAS), Sacramento, CA.

The anticipated delivery order is for the procurement of non-recurring engineering (NRE) and deliverables to incorporate and develop engineering changes associated with the BQM-177A air vehicle under a block change approach( Block 1B). Contract award is anticipated for the third quarter of fiscal year 2025 and is anticipated to be complete 12 months after contract award. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C.

3204(a)(1) (previously Title 10 U.S.C. 2304(c)(1)), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. KUAS is the sole designer, developer and manufacturer of the BQM-177A Subsonic Aerial Target system. KUAS is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government’s requirements for the BQM-177A Subsonic Aerial Target system.
