The Naval Air Systems Command (NAVAIR) Precision Strike Weapons - PMA-201, intends to negotiate and award a sole source contract to BSC Systems, Incorporated (BSC), Chantilly, VA.
The contract will provide for the acquisition of engineering services to the United States Navy (USN) and Foreign Military Sales (FMS)/Foreign Military Funding (FMF) customers of the Harpoon Weapon System (HWS), Standoff Land Attack Missile Expanded Response (SLAM ER) and Harpoon Coastal Defense System (HCDS) to support the HWS and/or Harpoon Command Launch System (CLS) on existing and future domestic and foreign partner land, aircraft, ship, ground-launched platforms and submarines.
Engineering support will include program management, engineering, configuration management, system software safety and security certification and accreditation, independent witness of formal developer testing, metric development and maintenance, maintenance of independent PC-based model of Harpoon missile routing algorithm, and maintenance of software traceability tools for the Harpoon CLS, as well as modifications to the Harpoon CLS.
This support effort also includes developing test procedures for ensuring Aegis modernization baseline compliance with the Aegis-Harpoon interface specification, supporting preparation and coordination of requirement specifications for improved obstructions over water for use by USN and FMS/FMF Harpoon customers, performing the Independent Validation and Verification (IV&V), providing Independent Safety Assessment Report of Harpoon CLS upgrades, supporting re-accreditation of core Block II Precise Positioning Service (PPS) Harpoon Ship Command-Launch Control Set (HSCLCS), including updating of the releasable and non-releasable versions of the System Security Authorization Agreements for both Coastal Target Suppression (CTS) and non-CTS international customers, and provide Independent Safety Assessment Reports of the Harpoon Weapon System Training Systems.
Contract award is anticipated for the second quarter of fiscal year 2025 and is anticipated to be for a base year plus two one-year options. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Please copy NAVAIR on any capability statements provided to BSC to the attention of Felicia Romijn (felicia.a.romijn.civ@us.navy.mil). This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
It is anticipated that a Cost-Plus-Fixed-Fee type contract will be issued. BSC is uniquely qualified to support PMA-201 for USN and FMS/FMF Harpoon programs because BSC has extensive unique and specialized corporate experience in the IV&V and Software Safety Analysis of the Harpoon launch control system software as well as deployed Harpoon Training systems. BSC is the only responsible source that can meet the Government's requirement. This notice of intent is not a request for competitive proposals.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
