AN/ALQ-165 Airborne Self Protection Jammer (ASPJ)

The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a cost plus fixed fee type contract on a sole source basis with L3Harris under Basic Ordering Agreement (BOA) N00019-22-G-0005. The purpose of this effort is to procure support for repair, technical support, calibration, and repackaging necessary to support the AN/ALQ-l65.

This contract is planned to contain a base year with up to two option years and is intended to satisfy requirements for Fiscal Year (FY) 2025 through FY2028. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C.

2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice.
