The Naval Air Systems Command, PMA-265 (NAVAIR Program Office for F/A-18 and EA-18G Aircraft) intends to solicit and negotiate a Cost Plus Fixed Fee (CPFF) Task Order under Basic Ordering Agreement (BOA) N00421-19-G-0005 to Cubic Defense Applications, Inc. This procurement will provide continued engineering support services for the transition of the Secure Live-Virtual-Constructive Advanced Training Environment (SLATE) capabilities, follow-on support under the Encrypted LVC Integrated Training Environment (ELITE), and continue waveform (5GATW) analysis with Navy Research Labs and MIT-LL.
The Navy requires a blended Live Virtual Constructive (LVC) training environment in order to increase threat density and realism in training scenarios while simultaneously lowering the cost to train. The Air Force Research Laboratory (AFRL) Secure Live Virtual Constructive Advanced Training Environment (SLATE) – Advanced Technology Demonstration (ATD) Program successfully developed, integrated, tested, and demonstrated such an environment and the enabling technologies.

This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
Cubic is the designer, developer, and manufacturer; and as such, has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required.
