The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Cost Plus-Fixed Fee (CPFF) type contract with Goodrich Control Systems, UK to perform engineering investigations (EIs) on T56 Propulsion Control and Monitoring Unit (PCMU) and Fuel Pump Monitoring Unit (FPMU) in-service components. The anticipated period of performance will be 12 months after contract award plus four option years.

As the sole developer of the PCMU and FPMU components, Goodrich Control Systems, UK is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.
