The Naval Air Systems Command (NAVAIR) intends to issue a 5-year Basic Ordering Agreement (BOA) to Maritime Surveillance Associates (MSA), 2 Pegasus ST, STE 1 Brunswick, Maine 04011-5018, United States. Orders will be able to be issued off of this BOA for five years after award date (FY 25- FY 29). This BOA will be used to issue orders for the procurements of upgrades to the Global Reconstruction and Measurement System (GRAMS).

The GRAMS provides Maritime Patrol and Reconnaissance Aircraft (MPRA) the ability to extract measured Sound Pressure Level data to the frontline warfighter, as well as the Office of Naval Intelligence. Contract action award is planned to occur in the third quarter of 2025. The proposed contract action identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.

3204(a)(1) and FAR 6.302-1, ''Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." MSA is the Original Equipment Manufacturer (OEM) of GRAMs and is the only supplier that has the requisite knowledge, experience, and technical data that can meet the Government’s requirement. MSA proprietary technical data is required for sustainment and improvements of the engineering tool.

The 20 December 2023 Sources Sought notice provided the opportunity for interested persons by 4 January 2024 to submit a Capability Statement Identifying their interest and capability in response to the requirement. The Government did not receive any capability statements that met the criteria of the posting and requirement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and capability by responding to this posting.

The Government will consider all responses within fifteen days after date of publication of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action is solely at the discretion of the Government. No phone inquiries will be entertained.
