Notice of Award for Sole Source Firm Fixed-Price (FFP) PMA-201 BOA Contract for Harpoon Coastal Defense System (HCDS) Taiwan Navy Harpoon Tactical Training Program (HTTP) Update

The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office (PMA-201), awarded a Firm Fixed-Price (FFP) Contract to Vectrus Systems LLC, under N00019-25-D-1057 on 01 May 2025. This contract is for the procurement of the development, documenting, testing, and delivering of a HCDS Harpoon Tactical Training Program (HTTP) consisting of Harpoon Interactive Tactical Training System (HITTS), Harpoon Weapon System Tactical Employment Manual (HAWSTEM), Harpoon National Appendix (HNA), and Harpoon tactical Employment Training Course (HTTC) for the Taiwan Navy (TN).

This contract was awarded on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements.

Vectrus Systems LLC is the sole designer, developer, and manufacturer of the HTTP consisting of Harpoon Embedded Trainer (HET), HIITS, HTTP, Harpoon Land Based Training System (HLBTS) Harpoon Employment Training Aid (HETA), the Standoff Land Attack Missile-Expanded Response (SLAM-ER) Proficiency System, and other Harpoon and SLAM-ER related training products and as such, is the only known source available with the requisite technical knowledge, experience and tooling to produce the requirements described herein, in order to satisfy the government’s requirement.
