The Naval Air Systems Command (NAVAIR) intends to negotiate a Firm Fixed Price (FFP) modification of Basic Ordering Agreement (BOA) N0001923G0002-N0001924F2604 on a sole source basis with Lockheed Martin Rotary and Mission Systems (LM RMS) located in Owego, NY. This contract is for the procurement of updating the FliteScene Moving Map software in SC26 for all MH-60 Product Line Variants and the Hellenic Navy optionally to include resolving all Program Trouble Reports (PTRs).
This contract is required by the NAVAIR multi-Mission Helicopter Program Office (PMA-299). The projected deliveries are from October 2024 to March 2026. The place of performance will be in Owego, NY.
This action is being awarded on a sole source basis to LM RMS under authority permitting other than full and open competition, Title 10, U.S.C 2304 (c)(1), as implemented by FAR 6.302-1 “Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements,” as LM RMS exclusively designated and developed the H-60 Avionics and the MH-60R/S Common Cockpit.
LM RMS was awarded the initial and subsequent production contracts, as well as all subsequent changes and improvements in production. LM RMS is the sole developer and integrator of the avionics suit and embedded software for the Common Cockpit, as well as other non-cockpit avionics weapons kits for the MH-60S. LM RMS is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, and services in a timely and cost-effective manner.
Note: the proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the work listed requires a substantial initial investment.
However, any capability statements received by the close of the synopsis may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
