The Naval Air Systems Command (NAVAIR) intends to negotiate a contract on an other than full and open competition basis with the Raytheon Company, 2501 W. University Drive, McKinney, TX 75071-2813. The anticipated contract is for the required effort to upgrade the P-8A Poseidon APY-10 Radar System Built-in-Test (BIT) Diagnostic software including upgrade kits, lab and on-aircraft testing, and software installation on the APY-10 Radar System. This action shall be procured pursuant to 10 U.S.C.
2304(c)(1) and FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The Raytheon Company is the sole designer, developer, and manufacturer of the P-8A Poseidon APY-10 Radar System with the detailed knowledge to allow them to perform the update in a timely and cost effective manner.
