The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity contract to include a seven (7) year ordering period with an additional three (3) option years on a sole source basis to Textron Aviation (Textron) headquartered in Wichita, Kansas. The antipcated start date is First Quarter of Fiscal Year 2027 with performance location in Wichita Kansas.

This contract is for the Production of UC-12W+ Federal Aviation Administration (FAA) Type-Certified, Commercial Cargo/Passenger Transport aircraft variant of the Beechcraft King Air 350, non-recurring engineering (NRE), training, engineering change proposals, and initial spares to sustain the UC-12W aircraft required by NAVAIR Tactical Airlift Program Office (PMA-207). This action is being awarded on a sole source basis to Textron under authority permitting other than full and open competition, Title 10, U.S.C.

3204 (a)(1), as implemented by FAR 6.302-1, “Only One Responsible Source and No other Supplies or Services will Satisfy Agency Requirements,” as Textron is the sole designer, developer, and manufacturer of the US-12W aircraft and therefore is the only source with the requisite knowledge, experience, and technical data that can meet the Government’s requirement.

Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement.

However, any capability statements received by the close of this synopsis may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Questions concerning subcontracting opportunities should be directed to Textron.
