Sustaining Engineering and Support (SES) III Modification

The Naval Air Systems Command (NAVAIR), Patuxent River, MD issued a modification to the existing Sustaining Engineering and Support (SES) Ill Contract, N0001921C0060, on a sole source basis to Northrop Grumman Systems Corporation (NGSC).

The Cost-Plus-Fixed-Fee (CPFF) contract modification is for NGSC to provide additional Field Service Representatives (FSRs) Outside the Continental United States (OCONUS) in support of operations and maintenance activities, to stand up additional Forward and Mobile Operating Locations (FOL) (MOL). This contract modification was pursued on a sole source basis under the statutory authority of 10 U.S.C.

2304 (c)(l) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." NGSC is the sole designer, developer, manufacturer, integrator, and producer of the MQ-4C Triton air vehicles and ground stations.

Therefore, NGSC was the only source with the requisite knowledge of the Triton design, operation, and maintenance to successfully provide the necessary FSRs, engineering, systems integration, and sustainment support.
