Naval Air Systems Command (NAVAIR) intends to issue a Cost Plus Fixed Fee (CPFF)/Firm Fixed Price (FFP) type Delivery Order to Northrop Grumman Systems Corporation (NGSC), Melbourne, Florida (FL) under a Corporate Basic Ordering Agreement (BOA) for Procurement and Installation of E-2D Wing Center Section (WCS) Modifications that address cracks observed in E-2/C-2 aircraft platform, as well as, the manufacturing and installation efforts necessary to retrofit the Aerial Refueling (AR) capability on five (5) E-2D Advanced Hawkeye (AHE) Fleet aircraft.

As the sole designer, developer, and manufacturer of the E-2D aircraft, NGSC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than fulla nd open competitition is Title 10, U.S. Code 2304(c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy the agency requirements.

All responses received within fiftenn days after date of publication of this synopsis will be considered by the Government. A determination by the Governemnt not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
