The Naval Air Systems Command (NAVAIR) intends to negotiate a Cost Plus Fixed Fee (CPFF) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) of Owego, NY. This IDIQ is for the procurement of technical analysis, engineering, integration support and requirements development in support of the H-60 aircraft, otherwise known as the Technical Maturation IDIQ II (TMIDIQ II).

Specific performance requirements will include initial technical and integration analysis, interface management, modeling and simulation, risk/opportunity mitigation, engineering and integration support for emergent systems, fleet readiness improvements, impact analysis for current and future configurations, Systems Engineering Technical Reviews (SETR) analysis, up to and including Systems Functional Review (SFR) of the MH-60R aircraft procured by the NAVAIR Multi-Mission Helicopter Program Office (PMA-299).

The purpose of these technical and engineering efforts is to provide analysis of urgent user needs and evolving technology enhancements and assist in accelerating the introduction of enhancements identified by the Government. The scope of support required shall be defined by individual Delivery Orders issued under an IDIQ Contract. The intended place of performance is the Contractor’s facility in Owego, NY.

The projected Period of Performance shall be April 2025 through March 2030. The Government intends to award this action on a sole source basis to LM RMS under the authority permitting other than full and open competition, Title 10 U.S.C.

3204(a)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R/S aircraft and as such is the only source with the requisite knowledge, skilled personnel, facilities, tooling, test equipment, experience, and technical data necessary to provide the required supplies and services. This Notice is not a request for competitive proposals.

The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Questions concerning subcontracting opportunities should be directed to Mr. Brian Simpson at brian.1.simpson@lmco.com.
