Naval Air Systems Command (NAVAIR) intends to issue a Firm Fixed Price and Cost Reimbursable type delivery order under an existing Basic Ordering Agreement N6833522G0010 to Teledyne Controls, LLC., 501 Continental Blvd, El Segundo, California 90245 on an other than full and open basis for the procurement of software licensing and customer/sustainment support services on the following systems: Crash Survivable Flight Incident Recorder (CSFIR); Aircraft Conditioning Monitoring Software (ACMS), Flight Data Analysis Program (FAP), Aircraft Flight Analysis & Safety Explorer (AirFase), AirFASE Flight Data Analysis (FDA)+; Flight Data Export (FDE), Electronic Take Off and Landing (eTOLD), and Portable Maintenance Access Terminal (PMAT) XS annual subscription.
This effort will include software updates, customer support, and product support services for Fiscal Years 2024 through 2028. The authority permitting other than full and open competition is provided by 10 U.S.C. 3204(a)(1) the property or services needed by the agency are available from only one responsible source and no other type of property or services will satisfy the needs of the agency.
An updated sources sought notice to update NAICS and PSC codes was issued on 25 January 2024 and closed on 24 February 2024, original sources sought notice was issued 31 May 2023 and closed on 27 June 2023. Based on the results of the notice, no set-aside was determined. The NAVAIR Office of Small Business Program concurs with the set-aside determination. This notice of intent is not a request for competitive proposals.
