The Naval Air Systems Command (NAVAIR) negotiated and awarded a sole source Delivery Order with General Electric Aviation Inc. (GE), Lynn MA, for the development of CH-53K engine and Full Authority Digital Engine Control (FADEC) models that will be placed into a “black box” library in the amount of $1,427,442. The resultant black box library will be integrated into the Government’s CH-53K Aero Model that will be used in future fleet training devices.

The CH-53K Aero Model will also be used to support the CH-53K Integrated Test Team at Patuxent River, MD. The Delivery Order will be awarded on the GE BOA. GE has been the designer and developer of engines for the CH-53KTM helicopter, and, accordingly, is the only known responsible firm with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein.

The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
