Purpose: This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is seeking small business firms doing business in North American Industry Classification System (NAICS) codes 541511 Custom Computer Programming Services, 513210 Computer Software Publishers, or 611420 Computer Training.
Introduction/Background: The Defense Acquisition University (DAU) is a corporate university of the United States Department of Defense offering acquisition, technology, and logistics training to military and Federal civilian staff and Federal contractors. DAU is headquartered in Fort Belvoir, Virginia, and is accredited by the American Council on Education (ACE), International Association for Continuing Education and Training (IACET) and the Council on Occupational Education (COE).
Since 2019, DAU has been training DoD acquisition workforce personnel in cybersecurity using a “hands on” cyber training range. Training is conducted in a classroom setting or in a virtual instructor led training (VILT) environment using MS Teams and remote access to cyber training range (CTR) virtual machines. DAU also offers a hybrid classroom/VILT training option where part of the student body is physically in the classroom and the remainder are online.
Objective: The Defense Acquisition University (DAU) is seeking a qualified vendor(s) to host virtual ranges for hands-on cybersecurity training classes. Beginning on 1 October 2024, DAU will begin delivery of cybersecurity training classes using a commercial cyber training range infrastructure. Classes will include foundational and intermediate training on offensive and defensive cyber tactics, techniques, and procedures. The scope of the training includes both network and embedded (Platform IT) computing systems. Students will have the option of selecting instructor-led classes or self-paced learning.
Response Requirements: Responses to this notice must include:
Company name, address and phone number Contractor and Government Entity (CAGE) code and DUNS number Primary Point of Contact name, phone and email address A capability writeup not to exceed 2 pages detailing the provider’s capability to meet the objectives delineated in the SOO. Interest in teaming if the vendor cannot provide both network and embedded computing systems infrastructure.
If respondent has a government contract vehicle such as a Federal Supply Schedule or other government-wide use contract that would address the scope of this requirement, please indicate contract number in your response. FedRamp certification information for the provider/FedRamp information on affiliated Cloud Service Provider.
