Microwave Radio Test Sets (MRTS) Sole Source Procurement

M67854-25-R-5107 This is a pre-solicitation notice for a commercial acquisition utilizing FAR parts 12 and 15 procedures. THIS PRE-SOLICIATION NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). This notice is for informational purposes only and the Government is not obligated to issue a solicitation as a result of this notice. Also, this pre-solicitation notice is not to be construed as a commitment by the Government nor shall the Government pay for any information submitted as a result of this posting.

Marine Corps Systems Command (MARCORSYSCOM), Production Manager Maintenance Support Systems (PdM MSS) intends to procure, via SOLE SOURCE Microwave Radio Test Sets (MRTS) to perform at-platform testing of existing and expected future tactical Satellite Communications (SATCOM) microwave (MW) systems. MRTS can perform fault isolation tests of the Radio Frequency transmit and receive paths, ruggedized, battery operated and operates in real-time.

MARCORSYSCOM requires the MRTS units be calibrated biannually, or more frequently as-needed. Calibration services will apply to the newly-acquired MRTS, as well as other existing inventory of MRTS units. The N9915A FieldFox system is proprietary and specific to Keysight Technologies. Keysight is the only known offeror of the complete MRTS system, which includes accessories, repair, calibration, and sustainability support that fit the needs of the Marine Corps.

The Government plans to award an Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price (FFP) Sole Source contract. The planned period of performance consists of a base year with three (3) one (1) year ordering periods from the date of contract award. The anticipated solicitation release date is anticipated in April 2025 All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
